Interim Guidelines for Atlas-14 Implementation Until New Flood Maps Released

While reviewing the MAAPnext website today, I came across this 1-page PDF that outlines major changes to Harris County’s Policy Criteria & Procedure Manual (PCPM). It describes changes – based on new Atlas-14 Rainfall Statistics – that engineers and developers must follow when designing and constructing flood-control features as part of any development within Harris County.

Atlas 14 Updates Rainfall Frequency Estimates Developed in 1960s

Developers must now design detention and storm sewers around rainfall rates that increase 16-32% compared to the old standards for Harris County.

Data included in Atlas 14:

  • Replaces rainfall-depth information used since the 1960s
  • Provides estimates of the depth of rainfall for average recurrence intervals of 1 year through 1,000 years, and durations from 5 minutes to 60 days.

NOAA collected this data in Texas through December 2017, which includes rainfall from Hurricane Harvey.

New Atlas-14 Rainfall Frequency Estimates for the Lake Houston Area

Floodplain, Detention & Fill Restrictions

The amended policy manual adopts the increased precipitation rates. It also specifies more rigorous criteria for detention basins and fill within the floodplain.

Amendments anticipate that the future Atlas-14 1% (100-year) floodplain will equal the current 0.2% (500-year) floodplain.

Harris County Flood Control District

Therefore, these amendments are considered to be interim and will be reevaluated once new floodplains have been produced as part of HCFCD’s Modeling Assessment and Awareness Project (MAAPnext) in late 2021. You can find more information on MAAPnext at www.maapnext.org.

Zero Net Fill

The old guidelines prohibited developers from adding fill only within the 100-year floodplain. Now they’re prohibited from adding fill within the 500-year floodplain, too. The policy is called “zero net fill.” It means developers cannot bring fill into the floodplains. They can, however, excavate fill from one part of their property and use it to build up another part of their property.

Under new guidelines, developers cannot bring fill into either the 100-year or 500-year floodplains.

For a 20-acre development, the average volume of stormwater within detention basins will increase by about 20%, or about 32,500 additional gallons per acre.

Effort to Harmonize Floodplain Regs with Neighbors’

Harris County works with surrounding counties and municipalities to upgrade and harmonize their floodplain regs. However, the effort has not yet yielded much fruit.

Surrounding counties, such as Liberty and Montgomery, have not yet mirrored these restrictions. In fact, those counties still use their comparative lack of regulation as a competitive tool to attract new development. That, of course, makes it doubly difficult for residents of Harris County. They must not only contend with their own runoff, they must contend with their neighbors’.

Woodridge Village Still Silting Up Taylor Gully

Despite countermeasures, such as silt fences and rock baskets designed to catch erosion, Woodridge Village is still silting up Taylor Gully. And this comes shortly after Harris County Flood Control just cleaned out the ditch to restore its conveyance.

Nicole Black-Rudolph captured these two photos downstream from Woodridge. They show the water in Taylor Gully at the Turtle Bridge in Woodstream. The first shows what the water normally looks like. The second shows what it looks like now.

Where Did Silt-Laden Water Come From?

Following Taylor Gully upstream, you come to 268 clear-cut acres – Perry Homes’ Woodridge Village. All pictures below show Woodridge Village on the morning of September 7, 2020. A nearby Elm Grove resident, Jeff Miller, reported .7 inches of rain fell in his gauge on 9/5 and 9/6. That wasn’t enough to cause flooding, but it was certainly enough to erode sediment as the pictures below show.

Political Ping Pong

Perry Homes’ troubled development in Montgomery County has been caught in a political ping-pong match that has delayed either its ultimate build out or conversion into a regional detention facility. The match started in February when the City of Houston said Harris County should pay for the conversion. It has continued until now. Harris County Precinct One Commissioner Rodney Ellis keeps heaping one new condition after another on the sale of the property to Harris County Flood Control District.

Woodridge contributed to flooding Elm Grove Village in Kingwood (immediately to the south and across the Harris County line) twice last year. Perry contractors had clear cut 268 acres and filled in natural streams and wetlands that criss-crossed the property before fully installing detention ponds. When major rains stuck on May 7th and September 19th last year, sheet flow from Woodridge, coupled with water backing up in the streets of Elm Grove, flooded hundreds of homes. The area is still recovering.

Harris County Flood Control immediately started a project to restore the conveyance of the ditch which was badly silted, in part due to construction activities.

Now, despite best efforts to reduce erosion with conventional countermeasures, the exposed surface washes downstream with each rain. This re-deposits more sediment, which the Flood Control District just removed. (See two photos below from 2019.)

Pray there’s movement on this deal soon. Perry Homes should plant grass on their property until the ping-pong match is over. Silt fences and rock baskets alone just don’t do the job.

HCFCD Flood Education Mapping Tool Contains Features Found Nowhere Else, Plus Basic Flood Education on One Page

Developed after Tropical Storm Allison in 2001, the Harris County Flood Control District Flood Education Mapping Tool’s purpose was to help Harris County residents learn the location of their properties in relation to mapped 1-percent (100-year), 0.2-percent (500-year) and coastal floodplains. The Flood Education Mapping Tool includes regularly-updated floodplain information from the Flood Insurance Rate Maps (FIRMs) for Harris County, interactive legend options, a simple map display and easy map navigation.

Easy to Use

The tool itself is easy to use and navigate. Click on Floodplains; it will show you the extent of various floodplains. Click on Backgrounds; choose the one you want. And click on Channels; it will highlight all channels in Harris County and show you their numeric IDs. The last is very useful in helping the District locate a problem you’re reporting.

Unique Ponding Feature

But the Flood Education Mapping Tool contains another feature I have found nowhere else: the Ponding button. Click on it; low areas susceptible to ponding during heavy rains will highlight in shades of reddish brown.

Ponding is the collection of stormwater on streets or on undeveloped land that typically forms when rainfall exceeds the design capacity of a street’s drainage system or the land’s ability to drain. The shade of red indicates the depth of the water. Dark red indicates deep ponding and light red indicates shallow ponding – very helpful when evaluating a home purchase.

The Flood Education Mapping Tool also contains a treasure trove of useful FAQs. The Flood Control District has broken them down into four main categories:

New Flood-Map Timetable and How It Affects New Development

Because of low interest rates, new developments seem to pop up weekly around the Lake Houston Area. The question often arises, “How will the development of new flood maps affect the development of new subdivisions?” Most people by now have heard that City building code revisions now require elevation at least two feet above the .02-percent-annual-chance flood (formerly known as 500-year flood). But does that mean two feet above the old floodplain or the new? Due to a little-known provision in the City’s floodplain regulations, it means the new floodplain even though the new floodplain maps are not official yet.

Timetable for Updating Flood Maps

Here’s what you need to know if you’re concerned that someone may be building future buyouts next to your neighborhood. First the timetable for new flood maps.

Remaining timetable for new Harris County Flood Maps

Even though FEMA won’t release the new flood maps officially for approximately another five years, developers should still be building to the higher standards associated with newly acquired data (in other words, the data on which the new maps are being built). See below.

Floodplain Regs Authorize City Engineer to Use Data Behind New Flood Maps

Section 19-4 of the City’s Floodplain regulations address Use of other flood hazard data to supplement the effective Flood Insurance Rate Map (FIRM). It states, “New elevation and flooding studies are undertaken by or under the auspices of FEMA and local political subdivisions, such as the Harris County Flood Control District. Upon determination that the data generated by such a study appears to be reliable and based upon sound engineering and surveying practices and further that the study’s data indicate that the effective FIRMs are FIRM is materially inaccurate, the city engineer may cause the study data to be administered for purposes of this chapter as though it were a part of the effective FIRM. Any such determination shall be issued in writing and a copy shall be placed on file in the office of the city secretary. The city engineer is authorized to utilize updated information from FIS and floodplain models in administering this chapter.”

Basically, that means even though the new maps have not yet been adopted, the City Engineer can require developers’ plans to reflect the new underlying data as though it were part of the current map. In this case, the new underlying data is already in hand.

MaapNext Website Describes New Data Improvements

Current floodplain maps will change greatly according to Harris County Flood Control. The district has already started releasing information on a new website called MaapNext (Modeling, Assessment and Awareness Project).

Components of the MaapNext program. A $3.5 million FEMA grant made MaapNext possible.

According to the MaapNext site, we now have updated data based on:

  • County-wide impervious data developed from 2018 aerial imagery
  • Completed flood risk reduction projects
  • NOAA’s recently-released Atlas 14
  • Updated terrain data

We also have new and better ways to model that data since the last survey after TS Allison:

  • 2-Dimensional Hydraulic Modeling
  • New hydrology method that better accounts for a watershed’s conveyance capacity
  • Rain-on-Grid analysis that identifies previously unmapped urban flood risk.

And, we are beginning to develop better maps:

  • Modeling results in GIS (Geographic Information Systems)
  • New flood-risk data sets describe results in a variety of useful ways

Reportedly, the City is already requiring developers to act on the new “best available data” instead of waiting five years for the next maps.

Chapter 19 of the City Ordinances deals with dozens of other requirements for building in floodplains. But more on those in future posts.

Your Chance to Ask Questions About the San Jacinto Watershed Master Drainage Plan

The San Jacinto Regional Watershed Master Drainage Plan (SJMDP) partners will host a virtual public meeting on August 13, 2020. The purpose: to provide information about study’s progress, and encourage public participation and input.

Goals of Project

The SJMDP study began in April 2019 to identify flood mitigation projects that can be implemented in the near- and long-term. Their purpose: to reduce flood risks to people and property throughout the San Jacinto River watershed.

The study area includes nearly 3,000 square miles in seven different counties and approximately 535 miles of stream. Overall, the study aims to:

  • Provide an up-to-date technical basis to identify flooding vulnerabilities
  • Understand impacts of future growth
  • Improve flood resiliency within the watershed.

The SJMDP is scheduled for completion in fall 2020. 

Community engagement is an important component of the Harris County Bond Program. The partners want your participation as the program is implemented.

HCFCD Data Shows Socially Vulnerable Zip Codes Receive 80% of Buyouts

Harris County Judge Lina Hidalgo, Precinct 1 Commissioner Rodney Ellis, and Precinct 2 Commissioner Adrian Garcia are pushing the idea of a Community Resilience Task Force focused on helping socially vulnerable neighborhoods receive a higher percentage of the $2.5 billion flood bond.

However, zip codes that rank in the top 50% of the CDC’s Social Vulnerability Index (SVI) already receive 80% of Harris County Flood Control District buyouts and 79% of the District’s active mitigation projects.

FOIA Request Reveals Emphasis on SVI Index

Data obtained from HCFCD via the Freedom of Information Act shows that in Harris County…

…the two most socially vulnerable quartiles are FOUR TIMES more likely to receive a buyout.

This is not surprising. For months, Hidalgo, Ellis and Garcia have pushed the District to incorporate the Social Vulnerability Index into its priorities. It has worked.

Socially vulnerable neighborhoods get 80% of HCFCD buyouts and 79% of flood bond projects. Do those seem like fair percentages to you?

The County Judge’s office is inviting the public to share their thoughts and ideas on the proposed draft bylaws of the Community Resilience Task Force that encourages even more spending by social vulnerability guidelines.

HCFCD About to Start Next Phase of Kingwood Diversion Ditch Repairs

On Monday, July 13, Harris County Flood Control District (HCFCD) plans to begin more repairs to the Kingwood Diversion Ditch. In June, HCFCD repaired severe erosion near Walnut Lane between Trailwood and Forest Cove. The new repairs will begin farther down the ditch between Forest Cove and Deer Ridge Estates, just north of Deer Springs Drive. See map below.

Ditch To Be Straightened, Erosion Repaired

HCFCD plans to straighten the ditch and repair erosion. That will require the removal of trees which have grown up in the ditch and along its banks. See below.

Severe erosion threatens trails, safety and homes on both sides of the ditch.
Trees have grown up in the ditch, reducing its conveyance and blocking floodwaters.
To repair erosion and restore ditch, trees will need to be removed.

Bird Survey Finds No Nests Impacted

HCFCD has not specified the number of trees it will remove. However, the District has conducted a Bird Survey to ensure repairs will not impact any active nests near the portion of the Kingwood Diversion Ditch undergoing repair.

Protecting Homes from Future Erosion

“We will work to minimize the impacts to trees and nature, but we need to be able to get our equipment in to make repairs,” said Beth Walters, a spokesperson for HCFCD. “We do not know exactly how many trees will need to be removed. Unfortunately, it will be noticeable, but the repair will protect fences and homes from future erosion.”

HCFCD Finishes Repair of Kingwood Diversion Ditch At Walnut Lane

Harris County Flood Control District (HCFCD) has finished construction work on the repair of erosion in the the Kingwood Diversion Ditch near Walnut Lane between Forest Cove and Trailwood. HCFCD still has to plant grass, but the heavy lifting is done.

1035 Days since Hurricane Harvey

One Year Ago: 415 Homes Flooded in All of Harris County; 380 of Those Bordered Woodridge Village

Harris County Flood Control District’s final report on the May 7, 2019, storm indicates that 415 homes flooded in all of Harris County. It also indicates that 380 of those bordered Perry Homes’ Woodridge Village development across the county line in Montgomery County.

That’s a whopping 91.5% of all flooded homes in the most populous county in the State. And the third most populous in the nation.

Report Cites Sheet Flow from Woodridge Village as Potential Cause

The heaviest rain that day fell on northeast Harris and southeast Montgomery Counties. However, the report also cited “large volumes of sheet flow” from Woodridge Village as the potential cause of flooding for those bordering the development. A jury in Harris County will decide the cause in two months.

At the time, Perry Homes’ contractors had clearcut virtually the entire 268-acre development but had only completed about 7% of the detention ponds.

Contractors Begin Excavation of N1 Detention Pond at Perry Homes’ Woodridge Village

In the last week, contractors have finally started excavating the N1 detention pond at Woodridge Village. Work on the excavation of N2 continues. It also appears that they may have started prep work for excavating the N3 pond. See photos below.

The next Commissioners’ Court Meeting is set for May 19. The agenda for that meeting should be posted May 15.

Excavation Begins on N1 Pond (First Pond on Northern Section)

On May 5, 2020, Jeff Miller, an Elm Grove resident, noticed excavation activity near the Webb Street entrance to Perry Homes’ Woodridge Village. Engineers designated this area for the N1 (first northern) detention pond.

N2 Excavation Continues

I took the shot below on May 1 with a telephoto lens from the north end of Village Springs in Elm Grove. It shows excavation work continuing on the N2 pond.

The dump trucks hauled dirt back to the soupy portion of the Woodridge Villages northern section, then circled back.

On May 5th, Jeff Miller photographed the N3 area from a closer vantage point. It appears only the surface layer has been scraped off so far.

Putting New Work in Context of Entire Project

Here’s the layout for the five Woodridge Village Detention Ponds. Contractors finished work on the two southern ponds earlier this year.

Woodridge Village has five detention ponds at various stages of completion. Northern ponds are now under construction. Southern ponds are completed.
At the time of last year’s May flood, only S1 was complete. S2 was substantially completed by September’s flood. The northern ponds had not yet been started.

When the northern detention ponds are complete, the detention system will still not be fully functional because there are no streets or storm drains yet to funnel water into them. Still, some detention is better than no detention with hurricane season three weeks away and an above average season predicted.

City Still Needs to Meet Two Conditions

Perry Homes swears that the work being done now will not affect the purchase price if the County makes a decision on the property by May 15th. At their last meeting, commissioners made the purchase contingent on the City of Houston:

  • Adopting Atlas-14 rainfall statistics
  • Donating $7 million worth of land to HCFCD for flood control projects and to help offset the purchase price of Perry’s property.

No items relating to the purchase appeared on this week’s City Council agenda. But Council meets again next week before the deadline expires.

The County hopes to meet with the City next week to discuss the donation of land. The County also reportedly feels that the four days between Perry Homes’ extended deadline (May 15) and the next commissioners’ court meeting (May 19) will not present a problem if the the City meets the conditions.
