Lack of Senate Action Holds Up Resolution of So-Called Duplication-of-Benefits Issues

A bi-partisan amendment sponsored by Dan Crenshaw and approved in the U.S. House of Representatives would provide $45 million to resolve “duplication-of-benefits” issues that continue to dog more than 1000 Texans stemming from Hurricane Harvey. However, the bill has not yet been taken up in the Senate. Pleas for help to Senators Cruz and Cornyn by Hurricane Harvey flood victims have not resulted in action.

At issue: whether those who are eligible for grants, but who received SBA loans, should be allowed to use grants to pay back loans. The government permitted this after Katrina and wants to permit it for Harvey victims, but 961 days after the storm, the Senate has still not voted on Crenshaw’s amendment that would enable it.

Duplication of Benefits or Duplication of Disasters?

Many Harvey victims who would qualify for grants took out loans to restore their homes more quickly. The government counts both grants and loans equally in terms of aid. But the loans must be repaid. That places a large burden on low-income families, retired people, and those who have become unemployed due to the corona virus.

Imagine you were retired, then flooded during Harvey. You’re living on social security and savings. For the sake of illustration, let’s say you had damage totaling $100,000. You got a grant of $20,000 and took out an SBA loan for $80,000 to repair your home. Then you came out of retirement and found another job to pay back the loan. But your employer laid you off when the virus hit.

When you took out the loan, you were told that it would not count against you if additional grants became available later. But it did. When you applied for the second grant to help pay back the loan, they told you it would count as a “duplication of benefits.”

Trying to Untangle Web of Bureaucracy

As you investigate the problem, you discover that Congress did not intend the SBA loans to count as a duplication of benefits. The President agreed. And HUD issued rulings saying they weren’t. But the General Land Office and City of Houston (the entities actually distributing the grants) still consider you ineligible.

Why? They don’t have enough money to cover people in your category. Why? Because the Senate has not acted on Crenshaw’s amendment. When you write your Senators, you get polite form letters back, but no action.

Will this problem be fixed? Will the Senate ever act? Probably not. The government is so consumed with the corona crisis that it has forgotten about the Harvey crisis. Meanwhile, the victims of BOTH are forgotten.

How You Can Help Forgotten Ones

If you think this is unfair, please email your Senators. They respond to public pressure.

Please take a few minutes.

  • Ask your senators to sponsor “the Crenshaw-Fletcher Amendment for HUD appropriations to supplement Harvey Housing.”
  • Emphasize that loans are being classified as “benefits” to deny people who would otherwise be eligible to receive grants.
  • Loans weren’t considered a duplication of benefits after Katrina, but they are for Harvey.
  • Congress, the President and HUD don’t want loans to be a duplication of benefits.
  • Constituents are being doubly hurt by a “duplication of disasters”: Inaction over the duplication of benefits issue and unemployment due to the virus.

Crenshaw, Brady, Cruz and Cornyn Ask FEMA to Dredge More of West Fork Mouth Bar

On October 24, 2019, Congressman Dan Crenshaw, along with Texas Senators John Cornyn and Ted Cruz and Representative Kevin Brady (TX-08), sent a letter to Acting FEMA Administrator Peter Gaynor. The letter requested FEMA’s swift approval of the City of Houston’s new plan to dredge more of the San Jacinto river mouth bar.

Letter in Response to New Request Filed by City

The letter came in response to the most recent request from the City for FEMA aid on or about October 11, 2019.

While FEMA has already completed its initial 500,000 cubic-yard debris-removal mission, sediment brought by Hurricane Harvey still exists in the San Jacinto river mouth-bar. To protect Houston, Kingwood, and Humble residents from future flooding, it is imperative that the remaining debris is removed, said Congressman Dan Crenshaw.

“The City of Houston recently filed a Project Worksheet (PW) for debris removal as Category A work under the Public Assistance program,” the group of legislators wrote. “We urge you to use any and all necessary FEMA resources to expeditiously review and approve the city’s PW. Delay will only increase costs and prevent FEMA from fully leveraging presently available dredging assets.”

Great Lakes Packing Up

Crew and survey boats, cranes and other heavy equipment still remain to support a future dredging effort…but not for long.

The last line of the letter (“leveraging presently available dredging assets”) refers to assets other than the dredge itself. Such assets include the command post opposite Forest Cove, a second launch point in Atascocita, pipe, cranes, and other assets that could soon be removed. See photos above.

TDEM to Forward Request to FEMA

As of yesterday, according to Houston City Council Member Dave Martin, TDEM still had not forwarded the request to FEMA. However, this reportedly falls within TDEM’s normal processing time for such requests. I wouldn’t read too much into it yet. But let’s hope they hustle up. Those crews at the command site were working late into Saturday night. I’m guessing that represents overtime.

You can clearly see from the pictures above how much equipment it takes to support a dredging operation. And remember, each 40-section of dredge pipe weighs 4,000 pounds and there are about 10 miles of it! This request should not be taken lightly.

Lake Houston Area Geologists Propose Dredging Objectives to Restore Conveyance, Safety

Secrecy surrounds current dredging plans for the mouth bar of the San Jacinto West Fork. We know that the Corps will finish removing 500,000 cubic yards next week. However…

Unkowns at This Time

… we don’t know exactly where they are removing sediment, how wide the area is, how deep it is, and whether they will cut a channel through the sediment dam or just shave some off the top.

The Corps’ refusal to divulge plans puts residents in a bind. How can we know whether they have restored conveyance and safety? We must take their word. We don’t even have a post-dredge survey showing us how they intend to leave the river.

Two Prominent Geologist Suggest Objectives

With those caveats in mind, I asked Tim Garfield and RD Kissling what objectives they would set to restore conveyance and safety. Garfield and Kissling are two prominent area geologists who first brought the mouth-bar problems to the public’s attention. Between them, they have more than 80 years of oil field experience at the highest levels, studying river basins around the world.

Here’s how they responded: “Our overriding objectives are simple:

  • Restore flow conveyance of the west fork into Lake Houston
  • Survey the entire area being dredged for depth upon completion.
  • Extend the upstream dredging which ended near Kings Harbor through the mouth bar area. Said another way, don’t make water flow uphill. Eliminate the ramp.
  • Continue the 400’ wide, approximately 20′ deep channel past the SMB until it connects into the relict channel where it is 20’ deep or deeper near the FM1960 bridge.
  • Develop and implement a plan for regular maintenance dredging.
  • Define responsibilities, budget and source of funding for future dredging.
  • Define a schedule of regular depth surveys in order to determine where sediments are re-accumulating and to have a better baseline for future storm events.
  • Build and utilize 2D- or 3D-models to help guide future dredging decisions.
  • Resolve disposal issues. Identify long-term placement areas and potential partnerships with industry.”

Who Will Achieve Desired Results?

These objectives make sense to me. They describe what the river used to look like before the mouth bar set up and contributed to flooding 7,000 homes and businesses. They also describe what we need to do to keep the problem from recurring. If the Corps doesn’t achieve the desired result, I hope the City, Harris County and State can. You can help by urging elected representatives to get FEMA to designate the mouth bar sediment as Category A.

Corps May Share Results When Dredging Complete

According to Congressman Dan Crenshaw’s office, the Corps has finally agreed to share with outside sources the 1D HEC-RAS model it built. Reportedly, the Corps sent a copy of the model and data to Stephen Costello, the City of Houston’s Chief Recovery Officer. Crenshaw’s office is also trying to obtain the Corps’ dredging plans and make them public.

It will be interesting to see how the Corps’ dredging results line up with Garfield’s and Kissling’s objectives.

City of Houston Receives $3.3 Million FEMA Grant for Design and Permitting of Additional Gates For Lake Houston Dam

This week, FEMA awarded $3.3 million for the design, engineering and environmental permitting (Phase I) of additional gates for the Lake Houston dam. Under the 75:25 matching terms of the grant, local sources including the City and Harris County will contribute approximately another million bringing the total available for Phase 1 to $4.375 million.

FEMA notified Congressman Dan Crenshaw regarding the award who then notified Houston Council Member Dave Martin. The award comes through FEMA’s Hazard Mitigation Grant Program (HMGP).

Construction Funding Also Committed But Will Require Confirmation of Cost/Benefit Ratio

FEMA also committed funds for construction, but release of those funds is contingent on confirmation of the cost/benefit analysis after completion of Phase I.

The total award for the City of Houston Lake Houston Dam Spillway Improvement Project Phases I and II comes to $47,170,953.

Of that amount, the Federal share comes to $35,378,214.75 and the Non-Federal Share totals $11,792,738.25. City and Harris County shares of the Non-Federal portion have not yet been determined according to Martin’s office.

Lake Houston Area and Downstream Residents Protected

Congressman Crenshaw announced, “Today, FEMA approved $3.3 million for Phase 1 of the gates at the Lake Houston Dam. These gates will increase the flow out of Lake Houston significantly. This money will ensure that the final design will not impact downstream residents and will provide the anticipated relief to the Lake Houston area.  Increasing the conveyance will have positive impacts for the entire San Jacinto watershed including the East Fork and the West Fork. For a community that feels the burden of flooding too often, this is a huge win.”

Mr. Martin has worked to obtain the grant for nearly two years. Martin also played a role in dredging. As part of his press release on the gates, Martin noted that the Army Corps is now half-finished with the 500,000 cubic yards that it intends to remove from the mouth bar between Kings Point and Atascocita Point.

Crenshaw and Martin say they will continue to fight for the removal of even more material from the mouth-bar. They also thanked Governor Abbott, TDEM Chief Kidd, State Senator Creighton, Representative Huberty, Houston Mayor Turner, and Houston Chief Resiliency Officer Costello for their help on the Lake Houston Spillway Dam project.

Martin said, “The Lake Houston Dam gates give us the ability to proactively release water from Lake Houston in an expeditious fashion if needed during an emergency.”

State Role in Two-Step Process

Funding is awarded directly to the State of Texas Division of Emergency Management (our version of FEMA) and will be transferred to Houston in two steps. Phase I gets the project rolling. Once the City successfully completes permitting, engineering, design, and environmental assessment, it will provide a new cost/benefit analysis and to FEMA for review.

This is standard procedure. The initial grant is based on ballpark estimates. With the actual design in hand, the City can more closely estimate the costs.

Assuming FEMA approves renewed cost/benefit analysis, the State will release the additional funds to the City for construction (phase II).

Three-Year Project

The City has not yet chosen an engineering company to design the gates. Nor is it clear how many gates will be added or where they will be located. All that will be part of Phase I.

Martin says the two phases together should take three years once money is received, though an extension may be possible if needed.

Other Grants Also Announced

FEMA also awarded three other grants impacting City Council District E, according to Martin:

  • Lonestar College’s Kingwood Campus won two public assistance grants for Emergency Protective Measures amounting to $6,276,131.22 and $2,502,914.79.
  • Clear Creek Independent School District won a public assistance grant for Emergency Protective Measures amounting to $1,303,060.49.

Crenshaw Coordinating Gift Card Drive for Flood Victims, May 11, 10-Noon, at Second Baptist Church

U.S. Congressman Dan Crenshaw is in a new fight now – to help provide flood relief.

Elm Grove had hundreds of flash flood victims this week; other villages had smaller numbers.

Gift Cards Needed

“Few of the victims had flood insurance,” said Crenshaw. “Let’s come together as a community to help our neighbors, just as we did after Hurricane Harvey. Please drop off gift cards that can help people recover. In the parking lot of Building B at Second Baptist on US59 this Saturday from 10 to 12.”

Always appreciated at times like these: gift cards for restaurants, hardware stores, and clothes. No amount is too large or small. Think about what you needed after Harvey. Thank you for helping.

Houston Council Member Dave Martin Issues Mouth Bar Update

Houston City Council Member Dave Martin announced today that the Federal Emergency Management Administration (FEMA) has authorized the United States Army Corps of Engineers (USACE) to remove sand and siltation from the Lake Houston mouth bar.  

History of Project

In 2018, USACE first began removing debris deposited during Hurricane Harvey from the San Jacinto River under FEMA Mission Assignment (DR 4332). The assignment directed USACE to restore the river to pre-Harvey conditions.

DR 4332 has removed debris from three out of four identified sections of the San Jacinto River. Contractors should finish the last segment (shown in blue below) in May.

Original segments identified by USACE. The orange and green segments are complete. The blue segment should be finished with another week or so. And the purple segment is the one yet to be done – including the mouth bar.

FEMA did not approve the fourth section, in the original scope of work for DR 4332.  Last month, the City of Houston filed an application for mouth bar removal as well as an additional dredge material disposal site. FEMA and USACE have been reviewing it since then, according to Council Member Martin.

The State of Texas, the City of Houston, as well as multiple stakeholders from the Lake Houston area, requested FEMA to expedite authorization of a Mission Assignment for debris removal and dredging of the mouth bar while the equipment is still in the river. The hope: to save taxpayers the cost of a second mobilization effort. Mobilization for the first assignment cost approximately $18 million.

FEMA Issues Directive of Mission Assignment

At a meeting last week in Austin, FEMA issued a directive of Mission Assignment to USACE for dredging of the mouth bar at the confluence of the San Jacinto River and Lake Houston.

The City requested removal of 1.4 million cubic yards of sediment. It is unclear at this time how much FEMA will fund, exactly where it will be stored, and whether matching funds will come from other sources. FEMA, TDEM, City of Houston, and USACE are still working to determine the amount of silt deposited by Hurricane Harvey.

Dredging of Final Segment To Begin Within 30 Days

 Martin hopes the calculation will be finalized next week, and expects dredging to begin within 30 days. 

The Great Lakes Dredge is still docked at the USACE Command Post while it awaits FEMA and USACE to finalize mouth bar dredging details with the City and State.

Kudos to Mission Team

In his press release, Martin issued “a huge thank you to our federal partners Congressman Dan Crenshaw, Field Representative for Congressman Crenshaw, Kaaren Cambio, Congressman Kevin Brady, Senator Ted Cruz, and Senator John Cornyn for their support as they have all been meeting regularly with FEMA and discussing this project.”

“This is a huge project for our area,” said Martin, “and it would not be possible without the on-going support and push from Governor Greg Abbott and Chief Nim Kidd, Texas Department of Emergency Management (TDEM), as well as Mayor Sylvester Turner and Stephen Costello, Chief Recovery Officer – City of Houston.” 

Martin also gave additional thanks to Jenna Armstrong and Mark Mitchell from the Lake Houston Area Chamber of Commerce for coordinating a letter writing campaign.

Breathing a Bit Easier Tonight

During floods earlier this year, I noticed a ten foot difference at times at gauges on either side of the mouth bar. It is acting like a dam behind the dam.

With the start of Hurricane season on June 1, residents of Kingwood and Humble will breathe a little easier tonight. Hopefully, the Corps and its contractors will be able to at least dredge a channel through the mouth bar area before the peak of the Atlantic season from mid-August through September.

The SJRA has agreed to continue lowering Lake Conroe during that period by 2 feet versus its normal level as an additional buffer against flooding.

My thanks to Council Member Dave Martin for pushing this project so tirelessly, and to Kaaren Cambio and Mark Micheletti for leading to effort to lower Lake Conroe again this year. Neither effort has been easy. Finally, kudos also to Tim Garfield and R.D. Kissling, two local retired geologists for their efforts in helping people understand the dangers posed by the mouth bar.

605 Days since Hurricane Harvey

After Town Hall Meeting, Confusion Still Swirls Around Status of Mouth Bar

To hear the City tell it, we’re days away from agreement to dredge 1.5 million cubic yards of the mouth bar. To hear Congressman Dan Crenshaw tell it, the permit application hasn’t even been filed yet.

So where do things really stand. A reader asked last weekend, whether the Houston Chronicle story about the meeting was accurate.

The Chronicle headline said, “Crenshaw frustrated with delayed application for federal funds to remove notorious Kingwood mouth bar.”

Specifically, the reader asked, “Based on your knowledge, is this factual (City of Houston dragging its feet) or just politicians pointing the finger at each other?”

Before I step into the cross-fire, let me say this. Officials have conducted most meetings on this subject behind closed doors. But I shall attempt to answer the reader’s question based on public statements and documents supplied by Houston City Council member Dave Martin and the Army Corps.

Mouth Bar Chronology

To answer the “Is it foot-dragging or finger-pointing” question, I need to go back to the period after Harvey and put this subject in a historical context. Foot dragging depends on where you want to start the clock ticking. So bear with me.

2017: Post Harvey Discovery and Early Efforts to Raise Awareness

September, 14, 2017 – Two weeks after Harvey, I photographed the mouth bar from a helicopter. In the next few months, I began calling attention to it and other sediment problems every way I could. They included this web site, newspaper articles, and testimony before Texas Senate and House committees. At the House Natural Resources Committee hearing at the GRB, Dave Martin was present.

Early 2018: Early Efforts to Forge Political Consensus

  • February of 2018 – Houston City Council Member Dave Martin began calling Governor Greg Abbott for help on an almost daily basis.
  • March 6, 2018 – Mayor Sylvester Turner announced at a Kingwood Town Hall meeting that he had on that same day spoken to Governor Greg Abbott about the urgent need to remove sediment from the San Jacinto River.
  • March, 15, 2018 – Governor Abbott visited Kingwood, took an aerial tour of the East and West Forks of the San Jacinto and met with local officials. After the meeting, he announced that, using Hazard Mitigation Funds, he was authorizing the Texas Department of Emergency Management (TDEM) to spend $3 million to jumpstart the engineering and permitting process to determine where dredging should take place on the San Jacinto River.
  • April. 6, 2018 – An Army Corps sonar-equipped boat began surveying a five-mile area between Hwy 69/59 and West Lake Houston Parkway.
  • April 10, 2018 – The Army Corps announced that it had completed the first leg of its survey of West Fork sedimentation.
  • May 9, 2018 – The Corps announced that it had completed the value engineering phase of its Emergency West Fork Dredging Program.
  • May 28, 2018 – DRC (under a contract with the City of Houston) began removing debris from Lake Houston to clear the way for dredging.

Mid-2018: Mouth Bar Excluded from Scope, Scramble to Identify Solutions

Second Half 2018: Effort to Save $18 million

  • July 19, 2018 – Mobilization for the project officially started. About this time, it became clear that mobilization represented 25% of the total cost of the $70,000,000 job, or about $18 million. If the dredging scope could be extended BEFORE the end of “Phase 1,” taxpayers could save the cost of a massive REmobilization for a second, separate project.
  • July 26, 2018 – Members of the Lake Houston Area Flood Prevention initiative meet with County Judge Ed Emmett to discuss priorities for the upcoming flood bond including additional dredging for the mouth bar.
  • July 27, 2018 – Tim Garfield and R.D. Kissling, two retired top geologists for a major oil company publish a paper describing why the mouth bar should be included in the scope of dredging.
  • August 9, 2018 – Houston City Council Member Dave Martin holds a meeting to line up the support of Senators Cruz and Cornyn for extending dredging to the mouth bar.
  • August 21, 2018 – Lake Houston Area Grass Roots Flood Prevention Group meets with Ted Poe to urge extension of dredging.
  • August 25, 2018 – Harris County voters approved a flood bond package that included money to extend dredging.

Late 2018: Countdown Clock Keeps Ticking

Storage Permit Controversy and Delays

Costello’s notes on the December 14th meeting also indicate that he had applied to the Corps for a permit to dispose of the dredged material. “A nationwide permit was submitted and subsequently denied by the USACE. We are meeting with all parties involved to discuss the next course of action required to obtain the necessary permits,” says the letter.

It would be another FOUR months before this meeting happened…by conference call.

A confidential source, who spoke on condition of anonymity, indicates a difference of opinion about the permit application. The source says the permit application, filed sometime in November of 2018, was NOT DENIED and that the Corps simply requested more information.

The City still has NOT supplied the additional information, nor has it reapplied for the permit.

Specifically, the Corps wanted to know how much material would be excavated, where it would be stored on the landowner’s property, whether there were any mitigation requirements, and whether there were alternative disposal sites in case the primary site proved unacceptable for some reason. There was also some confusion over the type of nationwide permit (NWP) requested. According to one source, the permit requested was for drying/dewatering the spoils and then hauling them off-site. However, the landowner wanted to keep the fill and use it to raise the level of his property.

“Tomorrow Afternoon”

On January 14, 2019, Costello told a group of Lake Houston Area leaders that he hoped to be taking core samples “tomorrow afternoon” and have results by the end of January. That did not happen.

It since has become clear that Costello met with TDEM Chief Nim Kidd on February 6th to discuss his data acquisition plan. He summarized it in a memo dated February 8th titled Lake Houston Dredging Analysis Workplan. The plan included three stages:

  1. Using a high frequency “Chirp-type” acoustic sub-bottom profiler data-acquisition tool
  2. Core sampling
  3. Sediment analysis

Note that on five other occasions between mid-January or mid-March, Costello told people that the City would be taking core samples “tomorrow afternoon.” Martin says they finally took the core samples the week before the March 21st town hall meeting.

No explanation was given for these delays. With $18 million dollars in remobilization fees at stake, no one ever even acknowledged the delays.

Core Sample Results

The results that Costello reported at the town hall meeting – $1.5 billion cubic yards – were preliminary estimates. At the meeting, Costello said he expected the final number “tomorrow afternoon” (there’s that phrase again) and that he would send the final report to FEMA no later than Monday, March 25. He vowed to refile an amended permit with the Corps by Friday, March 29. As of 5PM Monday, Costello still has not replied to inquires about whether he transmitted the results to FEMA.

Remember, there are two issues: FEMA controls funding; the Corps controls permitting for the storage.

Note that FEMA wants to limit funding to Harvey-related damage only; but the Corps is looking for a disposal site that could hold far more sediment, i.e., for pre-Harvey material. Other sources (City, County, State) could fund removal of pre-Harvey sediment to restore the full conveyance of the river. Having one site that could handle everything could save considerable permitting work.

Also lost in the Town Hall political pep rally was the fact that the Corps volunteered to prescreen the application to make sure it was complete and that the the city filed the right type of nationwide permit this time.

When the City says “We are moving as fast as humanly possible,” that sounds like a bit of exaggeration. It took the City four months to acquire the core samples needed to determine the Pre-Harvey volume of the mouth bar. Ultimately, they did it in an afternoon when facing the deadline of last week’s town hall meeting.

Next Steps vs. Deadline to Save $18 Million

So will the City be able to save the $18 million. The current dredging program is due to demobilize in a little more than a month, at the end of April. Before then:

  • FEMA must rule on findings of the core sampling before it can fund the mouth bar project (or at least the initial phase of it).
  • Several parties must audit any grant.
  • City must refile the correct type of permit with additional information.
  • Corps must review and comment.
  • Corps must hold a 30-day public comment period by Federal law.
  • Corps must issue final ruling on permit application.

That looks like at least several months worth of work.. So no, it doesn’t look like the City will be able to save taxpayers $18 million unless they can pull off a miracle.

Is the City moving “as fast as humanly possible?” as one city official said at the Town Hall meeting last week.

You be the judge. How long this has taken depends on where you want to start the clock ticking. It’s not as clear as either side would have you believe. Still there are huge gaps in the timetable that need to be explained to the public…especially if we lose $18 million.

Late-Breaking News: Huberty Amendment to CSSB 500 on Mouth Bar

Meanwhile, State Representative Dan Huberty filed this amendment to CSSB 500 on March 22. It would provide $30 million for dredging the mouth bar. (CSSB stands for Committee Substitute Senate Bill. SB 500 is an omnibus spending bill approved by the Senate, now being considered in the Texas House as CSSB 500.) That money, if approved, could go a long way toward dredging the portion of the mouth bar that FEMA doesn’t fund and the rest of the West Fork.

Texas Delegation Urges HUD to Release Funds Voted by Congress a Year Ago

In February of last year, Congress appropriated $4.383 billion to Texas through Community Development Block Grant–Disaster Recovery (CDBG-DR) funds explicitly to rebuild and mitigate against future storms.  Almost one year later, Texas cannot begin to utilize this important funding because HUD has not published the rules governing use of the money (i.e., the projects they are funding) in the Federal Register.

CDBG-DR funds can help provide local matches for things like additional gates for Lake Houston. I posted about how drawn out this process was on June 1 last year. The City was hoping for an answer in November for its grant reequest. Now, it’s February. HUD describes CDBG-DR funds as “crucial seed money to start the recovery process.”

Taking a Cue from the Movie

As WALTER says: If the plan gets too complex something always goes wrong.

So today, Congresswoman Lizzie Fletcher (TX-07) and Congressman Pete Olson (TX-22), Governor Greg Abbott, Senators John Cornyn and Ted Cruz, and the Houston Congressional delegation sent a letter to HUD. The language is considerably more diplomatic. The letter urges acting Office of Management and Budget (OMB) Director Russell Vought to approve the rules for spending the money in Texas. Representatives Kevin Brady (TX-08), Al Green (TX-09), Randy Weber (TX-14), Sheila Jackson Lee (TX-18), Michael McCaul (TX-10), Sylvia Garcia (TX-29), Brian Babin (TX-36), Michael Cloud (TX-27), and Dan Crenshaw (TX-02) also signed the letter.

Real People, Real Needs

It has been a year since these funds were allocated by the 115th Congress. “Now, we need the money to show up,” Rep. Lizzie Fletcher said.  “There is much work still to do, and we need these funds to do it.”

“When Hurricane Harvey hit Texas over a year ago, families were uprooted, homes were destroyed and innocent lives were lost,” Rep. Pete Olson said. “I urge HUD and OMB to act quickly so we can finish the Harvey recovery process.”

The Texas Two Step

Just when I thought it was simply a matter of printing the rules, the letter tells us that there is yet another step before the money can start doing some good. It continues. Because the rules have not yet been published, “GLO has been significantly delayed in drafting a State Action Plan for the funds, the critical next step at the state level before the grants can begin to flow.”

The letter concludes, “Texans cannot afford to wait any longer. We urge you to expedite publication of these rules.  Thank you for your attention to this important matter.” The government shutdown affected HUD. But now the shutdown has ended and still no rules, no money, no plan. Hopefully, it won’t take very long.

Congressional District 2 Candidates Discuss Flooding

Where the West Fork of the San Jacinto meets Lake Houston, a giant sand bar blocks the river. Areas beyond these dunes experienced far less flood damage from Harvey than the areas behind them.

The Lake Houston Area Grass Roots Flood Prevention Initiative has met with all three candidates for Texas Congressional District 2  to discuss our flood prevention concerns and objectives. Congressional District 2 is the seat being vacated by Ted Poe who is retiring.

The Lake Houston Area Grassroots Flood Prevention Initiative is committed to remaining neutral in all political matters and does not make political endorsements. That said, it is our duty to advocate our Group’s agenda to all current and potential office holders who can play a role in reducing future flooding.

Contenders include Dan Crenshaw and Kevin Roberts (in the May 22 runoff for the Republican nomination), and Todd Litton (Democratic Nominee in the November 6 General Election).

We provided each with a background briefing on flooding issues in this area and a list of our objectives. We also discussed ways that we hope our future Congressional Representative can help in the fight against future flooding.
