San Jacinto Master Drainage Plan Uses Gage UPSTREAM from Sand Mines to Estimate West Fork Sedimentation

Appendix F of the San Jacinto River Basin Master Drainage Plan discusses the sediment contribution to Lake Houston of various tributaries. It asserts that Cypress Creek, Spring Creek, and West Fork sub-watersheds are the highest contributors of suspended sediment to Lake Houston, contributing an estimated 38.7 percent, 26.8 percent, and 13.0 percent of the total sediment load, respectively.

However, to measure sediment on the West Fork, the study team used a gage at I-45 – UPSTREAM from virtually all West Fork sand mines. This explains a huge disparity between measured data and visual observations. But the report never even acknowledges the visual observations.

I have previously posted about the 3600-page master plan. In many respects, it is a masterpiece that contains good and valuable information that will help mitigate flooding throughout the watershed. The comments in this post relate ONLY to Appendix F on sedimentation, which in my opinion contains a serious flaw.

Misleading Impressions

The problem with using the gage at I-45: it rules out certain contributions to sedimentation that the report barely acknowledges.

Cypress Creek and Spring Creek combine before merging with the West Fork. Thus, you would expect five times more sediment coming from Spring and Cypress Creeks than the West Fork, based on their findings. Yet almost every time I photograph the confluence of the West Fork and Spring Creek, I see more sediment coming from the West Fork, despite the fact that Lake Conroe blocks sediment coming from the upper part of the watershed. See below.

Location of West Fork Gage Never Fully Specified in Report

The West Fork gage number is listed on page 114 of Appendix F. But the description says only, “W Fk San Jacinto Rv nr Conroe Tx, Gage #08068000.” At another point (page 115), it lists the gage near Lake Conroe. To find the exact location of the gage, one must go outside the report to a USGS site. Then to see where the gage sits relative to West Fork sand mines, one must back up to page 61 of Appendix F. Most readers will just assume, given the scientific nature of the report, that the authors used a gage at a representative location, not one that ruled out sediment from sand mines.

Even a careful reader of the report could conclude that the contribution of sand mines to sedimentation is minor in the grand scheme of things. TACA would welcome such a conclusion.

The report ignored thousands of photos posted on ReduceFlooding.com as well as TCEQ reports citing sand mines for non-compliance.

The implications of measuring sediment upstream from sand mines, overlooking visual evidence, and ignoring official reports calls into question some of the report’s recommendations. For instance, #2 suggests using “existing [emphasis added] stream gage data” … to “inform where higher suspended sediment is originating within each sub-watershed.”

Sorry, you can’t get there from I-45. And if sand mines are an issue, neither can you get there from LIDAR surveys taken every several years, which the report also recommends. Sand mine discharges happen frequently and sporadically, often under the cover of darkness.

Sand Mining Not Seriously Considered as Possible Source of Sedimentation

The report, for the most part, blames sedimentation on new development and stream bank erosion. It does not consider:

Intentional pumping over dikes
Pipes buried under dikes
Breaches and pumping into surrounding wetlands that drain into the West Fork
Breaches in abandoned mines
Breaches into drainage channels just a few yards upstream from the West Fork

Sedimentation Report Needs More Gages

You can’t document the volume of such breaches and illegal pumping from a helicopter. However, you can’t overlook such practices either.

What we really need is a sediment gage downstream from the sand mines just before the West Fork joins Spring Creek. A gage at that location would go a long way toward calculating the volume of sediment escaping from sand mines.

Report Also Needs Revision Before Legislative Committees Meet on Sand Mining

The authors also need to amend this report quickly. The amendments should highlight the location of the West Fork gage, the implications of that, and limitations on the use of the data – especially by the legislature.

My biggest fear is that sand miners will attempt to use this report to defeat reasonable legislative reforms of the industry. They have used similar reports in the past to do exactly that. I have personally testified in four House and Senate committee hearings about sand mines only to have TACA trot out figures from the 2000 Brown and Root Study. B&R drew similar conclusions because it used the same West Fork gage at I-45.

To protect the scientific integrity of its report and the validity of its recommendations, the authors need to act quickly. The legislature is considering new sand mining regulations at this instant. Such regulations could protect downstream residents from excess man-made sedimentation, huge dredging costs and potential flooding.

The Master Drainage Plan, including Appendix F on sedimentation, is intended to guide flood mitigation efforts for the next 50 years and help inform the expenditure of potentially billions of dollars during that time. The larger report has many good points. But Appendix F is seriously flawed. I hope the partners – City of Houston, SJRA, Montgomery County, HCFCD and their consultants – fix it before lasting damage is done.

Developer Seeks City Approval to Expand Commons of Lake Houston into Floodplain – Without Detention Ponds

Clarification: General plans, as described below, are primarily about street layouts. However, many people have been trying to raise awareness at the Planning Commission that street patterns are affected to a significant degree by the volume and and layout of drainage and detention features. And, of course with Atlas 14 that is more true than ever. Danny Signorelli, CEO of the Signorelli Companies, took issue with this post. I offered him an opportunity to print a rebuttal verbatim. He refused the offer.

Signorelli Companies have filed a general plan with City of Houston Planning Commission for a new development on the San Jacinto East Fork. It’s called “Crossing at the Commons of Lake Houston.”

Second Time Around for Developer

According to residents in other parts of the Commons, Signorelli tried to develop this property before and reportedly wanted to add 4-6 feet of fill to the floodplain. It’s not yet clear what they have in mind for this iteration of the project. However, comparing the general plan to FEMA’s National Flood Hazard Layer Viewer shows that parts of the development are still in the flood plain. (See below.)

No Detention Ponds Shown on Plans

The general plan filed with the planning commission also shows that the developer shows no plans for detention ponds on the property. A best practice to reduce flooding is to “retain your rain.”

Floodplain Issues

Parts of the proposed development will be in the floodplain. And those floodplains will soon expand to include even more homes. See the two dotted lines below.

Ironically, just last night, the City of Houston and its partners (Harris County Flood Control, Montgomery County and the SJRA) presented a draft of the findings of the San Jacinto River Master Drainage Plan. In it, they recommended avoiding flood plain development to keep people out of harm’s way. See slide below from their presentation.

The presenter also discussed how the floodplains were expanding due to revisions of flood maps based on new hydraulic and hydrologic modeling not yet been shared with FEMA.

The 100-year flood plain in many areas will like expand well into the 500. And the 500-year flood plain will likely expand into areas previously not shown in ANY floodplain.

Thus, the number of homes affected by floods could greatly expand beyond the number shown above.

Drainage in Commons Already a Problem

Plans also show that homes will be built very close to a drainage easement. Yet existing ditches in the Commons are eroding badly due to lack of maintenance. Below is a picture of one taken in January last year. Residents say the trees are still there and the erosion became much worse during floods in May and Imelda.

Less Than One Fourth of Property Now Under Consideration

The tract is 332 acres, but only 75.3 is proposed for development at this time.  It is entirely located within the incorporated limits of the City of Houston. The entire tract is adjacent to COH flooding easements for Lake Houston.

Here’s how you can voice concerns, if you have them. The City Planning Commission will hold virtual meetings until further notice. So it’s very easy to make public comments. You can sign up to speak by going to the Planning Commission Home Page.

San Jacinto River Master Drainage Plan Draft Provides First Look at Final Report Due Out in August

On 7/23/2020, consultants for the San Jacinto River Basin Master Drainage Plan gave the SJRA Board and the public a first look at a draft of the plan. The final report is due out at the end of August. The draft shows the broad outline of the team’s efforts.

Draft Shows Broad Outline of Recommendations

It shows the types of recommendations they will make. However, this draft does not yet include specific recommendations as to prioritization of projects. Those will change before the final report. For instance, much of the draft focuses on upstream detention. But specific detention site recommendations have not yet been finalized.

Funding and Partners

Below are the key slides and a brief explanation of the main point behind each. This drainage study is 75% funded by a FEMA Hazard Mitigation Grant and 25% by four local partners: the SJRA, City of Houston, Harris County Flood Control, and Montgomery County.

Scope of Study

The study area covers almost 3,000 square miles and the tributaries listed on the left.
The SJRA primarily has responsibility for the portion of the watershed in Montgomery County. However, the scope of the drainage study extends to other counties including Waller, Grimes, Walker, Liberty, and San Jacinto.

The team started by looking at where flooding has occurred historically. The tan areas above show where the most damage has occurred.

Goals and Methodology

The partners started by looking at vulnerabilities and identifying mitigation possibilities. Their main goals are in red. The final report will make specific recommendations for detention, buy-outs and improving conveyance. Recommendations will also improve flood warning and communication.
The team started by integrating and updating all existing hydraulic and hydrologic models in the watershed as reflected on the latest 2018 lidar terrain data. They now take into account new construction, growth, additions to impervious cover, and Atlas-14 rainfall probabilities (which vary by sub-watershed within the larger watershed).
To calibrate and verify its H&H models, the drainage study team examined four historical storms that, together, impacted the entire study area. They then adjusted the models using radar rainfall data, and USGS high water marks and peak flow data. The objective: to make the models reflect “ground truth.”
The team is also looking at strategies to reduce sedimentation. However, this is not a major focus of this study. Their purpose is not to evaluate the relationship between sediment and flooding. Other studies will do that.

Three Main Areas of Focus

This slide shows the three major thrusts of drainage study effort over the last 1.5 years. The primary focus has been on: a) identifying the best locations for upstream detention that can reduce the volume of water coming downstream to populated areas during floods, b) where to install additional gages to improve flood predictions and warning times, and c) improving communication during emergencies.
This shows the steps the drainage team went through to evaluate and rank-order potential sites for detention.

Areas of Highest Potential for Mitigation

Here’s where they found the highest and lowest potential for mitigation. The box explains the watersheds that see the most effective solutions within the SJMDP study area, as explained in the list to the left of the slide.
Some drainage projects recommended in previous plans are no longer possible today because of upstream development. However, areas that once held potential for a single large project still hold potential for several smaller projects that add up to significant flood reduction.

Mitigation Project Funding

The cost all the drainage projects identified adds up to about $3 billion. They only reduce flooding of structures worth about $756 million dollars. Because costs exceed benefits, FEMA will not likely fund all of these.
However, many of the projects are in areas with low to moderate income (brown and tan areas). See the large concentration in the eastern watershed. That opens up other sources of funding, such as the Department of Housing and Urban Development where the benefit/cost ratio may not be as important.

Harmonizing Regulations Throughout Region

The team will also make recommendations to harmonize floodplain development regs throughout the region. Continuing to allow unmitigated upstream development in floodplains could destroy any new investment made to protect highly populated downstream areas.

Some Problems May Only Be Solved Through Buyouts

Buyouts usually have a high benefit-to-cost ratio relative to construction projects such as detention ponds. Buyout strategies can target the most vulnerable properties, such as those in the 2- and 5-year floodplains. None of the detention projects recommended by the team will likely remove those from danger.

Steps Still Not Completed

The team has finished the steps in red. They in the process of prioritizing projects and developing a phasing plan. The last bullet point is not part of this study.

More Upstream Gages Needed to Eliminate Blind Spots

The team has also identified locations for additional upstream gages and local partners who can help maintain those gages. Think of these like a “distant early warning” system. They give river forecasters visibility into “blind spots.” Forecasters will be able to add up the rainfall on various tributaries and predict the impact and timing of flooding downstream. That could give people more time to evacuate.

Ways to Improve Communication

The team is also looking at ways to communicate better during flood emergencies. They are looking at inundation mapping, evacuation routes, and improved communication protocols.

Timetable for Remainder of Project

This chart outlines the project workflow. It shows completed steps in red, and incomplete steps in yellow.
The final report with specific recommendations should be released at the end of August or in early September.

Every Little Bit Helps

I can’t wait to see this report in its final form. During the presentation, the presenter talked about reducing flooding downstream at the West Fork and I-45 by up to six feet if all upstream projects are implemented.

One thing to keep in mind: there is no single silver bullet that can solve the regions flood problems. All of these steps are additive. In my personal opinion, a foot here and a foot there can help offset future releases from Lake Conroe. People in the Lake Houston Area benefit from any and all upstream improvements.

SJRA to Offer First Peak at Master Drainage Study Results Thursday Morning

Due to Covid, the San Jacinto River Authority (SJRA) Board of Directors will hold its regular board meeting via webinar Thursday morning.  Start time is 8 a.m. One of the more interesting things on the agenda is a first peak at the San Jacinto River Basin Master Drainage Plan. Chuck Gilman, SJRA Director of Water Resources and Flood Management, says that Halff & Associates will provide a high level summary of the results and recommendations.

The San Jacinto Regional Watershed Master Drainage Plan goals include:

  • Identifying the region’s vulnerabilities to flood hazards using Atlas 14 rainfall totals
  • Developing approaches to enhance public information and flood-level assessment capabilities during a flood

Kingwood Residents Go One on One with Flood Experts; Huffman Up Next

Yesterday’s open house at the Kingwood Community Center seemed to be a hit. The SJRA, City of Houston, Harris County Flood Control and Montgomery County – all partners conducting the San Jacinto watershed study – had the subject-matter experts actually conducting the study there. The open house format gave residents a chance to interact with them one on one, tell their flood stories, and discuss possible mitigation scenarios.

Difference Between Listening and Learning

As one resident said, “I got more from 45 minutes here than a dozen town hall meetings.” I appreciate the town hall meetings, but he was right.

Quality one-on-one interaction made the difference between listening and learning.

I suspect the professionals there felt the same way. They came seeking input and they got it.

It felt like a collaboration, not a presentation.

For example, I got to quiz Adam Eaton, one of the engineers working to add more gates to the Lake Houston Dam. Finding hard information about this project has been difficult. But Mr. Eaton provided it. See budget, timeline and project milestones below.

Engineers hope to finish design and receive environmental approval by mid-2020. From there, TDEM and FEMA will review the plans and then hopefully release funds for construction. I asked Mr. Eaton whether there was a chance construction could NOT be approved. Answer: It’s possible, but very unlikely.

Details in Big Picture Context

I also talked at length with Matt Zeve, deputy executive director of Harris County Flood Control. Zeve, who has studied channel hydrology all his life, helped me understand why upstream communities don’t automatically benefit from projects that decrease downstream flood levels. He also helped me understand big picture issues, some of which weren’t even on my radar yet. For instance, how the extension of Highway 99 could affect flooding in Liberty County and on the East Fork twenty years from now.

David Parkhill, an author of the Brown & Root report published in 2000 was there, too. They called it a Regional Flood Protection Study back then. But it had the same objectives as the SJR Master Drainage Plan: to identify flood mitigation projects that will make a difference. Mr. Parkhill helped put the current effort in historical context. He was both fascinating and helpful!

Reminder: Public Open House for San Jacinto Regional Watershed Master Drainage Plan

From December 16 -19, Harris County Flood Control District (HCFCD) and its partners will hold a series of open houses to familiarize people with the San Jacinto Regional Watershed Master Drainage Plan (SJMDP). Residents may also give input at the meetings.

HCFCD, Montgomery County, the City of Houston, and the San Jacinto River Authority (SJRA), will host the open houses to provide information about the regional plan and other study efforts underway in the San Jacinto River watershed. Keeping them all straight is difficult!

Timeline for Master Drainage Plan

The SJMDP study effort began in April 2019 to identify future flood mitigation projects that can be implemented in the near- and long-term to reduce flood risks to people and property throughout the San Jacinto River regional watershed.

More about the Master Drainage Plan

The SJMDP is jointly funded with 75 percent from the Federal Emergency Management Agency (FEMA) Hazard Mitigation Planning Program and 25 percent from the four local partners.

Overall, the SJMDP aims to provide an up-to-date technical basis to identify flooding vulnerabilities for existing infrastructure and impacts from future growth to improve flood resiliency within the watershed. The SJMDP should complete in fall 2020.

The SJMDP study area covers nearly 3,000 square miles located in seven different counties and includes approximately 535 miles of stream.

  • SJRA-led Projects 
  • City of Houston-led Projects
  • Harris County Permit Office
  • Harris County Engineering Department – Recovery and Resiliency Division
  • Hurricane Harvey Repair Efforts
  • Information about services provided by Harris County Flood Control District, Harris County and Montgomery County

The open houses will last from 3:00 p.m. to 7:30 p.m. The free-flowing meetings will have informational displays. Staff will answer questions. The open house format lets attendees arrive and participate at their convenience. No formal presentation will be made

You can comment on the plans at the public open houses and throughout the duration of the study.
