Flickinger Explains Vote on Disaster-Recovery Funds

9/2/2025 – The following is reprinted from Houston District E City Council Member Fred Flickinger’s newsletter. It relates to the purchase of backup generators to keep critical city facilities such as sewage treatment plants, running when power goes out during storms. This issue has plagued the Lake Houston Area. Some of the money below will still go toward generators, just not as much.


“In August, City Council approved the submission of a plan to the U.S. Department of Housing and Urban Development for how the City will allocate nearly $315 million in federal disaster recovery funds from the Derecho storm and Hurricane Beryl last year. Council Members Huffman, Peck, and I co-authored a joint op-ed explaining our vote against the proposed plan. We submitted this to the Houston Chronicle for publishing, but they refused to do so. Why We Voted Against the $100 Million Home Repair Amendment

As Houston City Council Members, our responsibility is to make decisions that improve the quality of life and safety of Houstonians in the most responsible and fiscally prudent way possible. That’s why, when faced with a $315 million disaster recovery action plan, we could not support an amendment that would have redirected $50 million away from critical disaster recovery tools and into additional home repair funding.

The amendment proposed raising home repair funding from $50 million to $100 million, split evenly between single-family and multi-family homes. While the intention was noble, the extra dollars would have come from the budget set aside for generators at essential city facilities. These generators power community centers, sewage lift stations, and police and fire stations—places that become lifelines when disaster strikes.

We are deeply sympathetic to Houstonians whose homes were damaged by storms. But we voted no for three key reasons:

Generators Are Vital for Disaster Recovery

When the power goes out, safety risks increase dramatically. Community centers must be able to provide shelter, and first responders need reliable facilities to do their jobs. We must continue to make sure that our water and wastewater plants have electricity to provide these services as well.

A University of Houston Hobby School of Public Affairs survey found that 88% of registered voters in Harris County are concerned about outages lasting more than a day this summer. That is not an abstract fear—it is based on lived experience. For the first time, we have an opportunity to obtain generators, and cutting the funding jeopardizes public safety at the very moment Houstonians need it most.

The Home Repair Program is Inefficient

Currently, the program doesn’t just fix storm damage—it often rebuilds entire homes. Instead of only fixing storm damage, the City pays for repairs needed in the rest of the house, whether the damage was due to a storm or not. What might begin as a small roof repair can become a complete home rebuild. This drives the average cost per home to about $200,000, per Mayor Whitmire’s office.

For $50 million in single family home repairs, that would mean that we are only able to assist approximately 250 homes. In a city of 2.3 million people, while incredibly impactful to the small number of people receiving the benefit, it is negligible for the rest of the population. With smarter policies, we could stretch these dollars further and help more people. Until those changes are made, pouring in more money only perpetuates inefficiency.

Furthermore, the multi-family housing aspect of this program is even more problematic. Multi-family housing essentially means apartment complexes. While we must make sure that people have safe places to live, apartment complexes are businesses that almost without exception should have had insurance for protection.

Businesses are crucial to our economy, and apartments are no exception; however, paying to essentially remodel an apartment complex with this money does not help prepare anyone for future storms. 

The Actual Need is Unclear

Damage estimates are made immediately after storms, but we are now more than a year out from the derecho and Hurricane Beryl. Many homeowners and multi-family owners have already completed repairs. Based on past storm data, the final need may be much lower than $100 million.

The City of Houston still has $40 million in home repair funding from Winter Storm Uri that Houstonians can access for home damages that must be addressed as well. Scaling up to manage a program of this size could require additional staff and new systems—raising the risk of falling short on federal requirements and jeopardizing future HUD funding.

We have already seen this exact scenario play out in the aftermath of Hurricane Harvey. Although we know Mayor Whitmire and his administration will handle this process with care and accuracy, we do not know yet the scale on which we would need to increase this program in order meet the demands.

We continue to support Mayor Whitmire’s commitment towards disaster recovery and response, and he and his team have done a phenomenal job in recent storms to make sure that Houstonians were cared for. He faced a difficult task in shaping this action plan, and we commend him for listening to residents who called for home repair assistance.

His decision to shift $50 million toward repairs—when the original plan had none—was a fair and thoughtful compromise. At this stage, however, $100 million does not advance our goal of preparing Houston for disasters. Given the choice of repairing 250 homes and an indeterminable number of private apartment complexes versus addressing needs for 2.3 million people, we chose the latter.

We remain committed to supporting Houstonians in times of crisis. But we must do it in a way that is sustainable, efficient, and does not undermine other critical recovery tools.”

GLO Rebuilds Its 2000th Home in Houston, Harris County

Today, Texas Land Commissioner Dawn Buckingham, M.D., announced the Texas General Land Office (GLO) has rebuilt its 2000th home – in Houston and Harris County alone – since Hurricane Harvey. Many more projects are under construction or in the approval process here and in other counties throughout Texas..

GLO rebuilt the home through its Homeowner Assistance Programs (HAP) as part of ongoing recovery efforts. One of the GLO’s missions is to restore and rebuild communities across Texas after natural disasters. Just last year, GLO celebrated the rebuilding of 1000 homes in Houston/Harris County.

Rebuilding Lives, Not Just Homes

The GLO certainly isn’t resting on its laurels. Buckingham said, “This milestone represents more than just a number. It reflects the dedication and hard work of the GLO’s disaster recovery team and our commitment to helping Texas families rebuild their lives after the devastation of Hurricane Harvey and other disasters.

Hurricane Harvey Homeowner Assistance Program

The GLO’s Homeowner Assistance Program is funded by $2 billion in Community Development Block Grants for Disaster Recovery (CDBG-DR) from the U.S. Department of Housing and Urban Development (HUD). The program helps homeowners repair, rebuild, and, in some cases, elevate their homes to mitigate future flood risks.

The homeowners, James and Argelis Sapio, have been married 47 years and lived in the same house for 27 of those. A U.S. Army veteran, James served in war zones around the world starting in Vietnam and ending in Eastern Europe. Argelis, taught at a neighborhood elementary school

They loved their home and the location. But it flooded repeatedly with increasing frequency. Over time, the flooding got worse as neighbors built their lots up. Reportedly illegal dumping also complicated flooding issues when it backed water up in ditches. The final straw was Hurricane Harvey. A foot of floodwater invaded the Sapio’s home.

They persisted through a daunting application for aid that the GLO, HUD and City are trying to streamline. Four months ago, construction of a new home started on their old lot. The elevated design should make them safe from flooding. It includes ramps to make access easier.

Said Argelis (with a smile), “Now the only thing we have to worry about is elevating our cars.”

Construction took four months. During that time, the couple lived in motels. They were so eager to move in, they weren’t going to wait for the movers. Argelis said they were going to bring a mattress in tonight and sleep on the floor if they had to.

Ongoing Commitment to Disaster Recovery

Altogether, the GLO has rebuilt more than 8,000 homes in 49 counties designated eligible by the U.S. Department of Housing and Urban Development (HUD). 

Commissioner Buckingham reaffirmed the agency’s ongoing dedication to disaster recovery and preparedness as the GLO celebrates this achievement. “The GLO remains steadfast in supporting Texans as they rebuild and recover,” said Buckingham. “Together, we will continue to work towards a more resilient Texas.”

How and Where to Seek Disaster Recovery Help from Hurricane Harvey

The State of Texas has received multiple appropriations from Congress and the U.S. Department of Housing and Urban Development (HUD) for long-term disaster recovery from Hurricane Harvey. But figuring out where and how to apply for help can be tricky. It depends on where you live.

The General Land Office (GLO) runs the Homeowner Assistance Program throughout the state with the exception of the City of Houston and Harris County. Both have their own programs. If you live outside the City or Harris County, review the types of assistance available immediately below. Links to City and County programs are further below.

Warning: some of these programs are still in development. HUD approved the City and County programs only last December. Another warning: the State is still administering programs, such as Economic Revitalization, that the City and County may not have implemented yet. Things change daily, so consider the information below a starting point.

For Those Outside Houston or Harris County…

  • Homeowner Assistance Program: Provides funding for rehabilitation and reconstruction of owner-occupied single-family homes damaged by Hurricane Harvey.
  • Local Buyout and Acquisition Program: Local governments may buyout or acquire eligible homes at a pre-storm or post-storm fair market value to move homeowners out of harm’s way outside of a floodplain to a lower-risk area.
  • Homeowner Reimbursement Program: Allows homeowners to be reimbursed for certain out-of-pocket expenses incurred for repairs to their home including reconstruction, rehabilitation or mitigation up to $50,000.
  • Affordable Rental Program: Provides funding for rehabilitation, reconstruction and new construction of affordable multi-family housing units in areas impacted by Hurricane Harvey.
  • Economic Revitalization Program: Allows for interim assistance to small businesses (up to $250,000) impacted by Hurricane Harvey through deferred forgivable loans in exchange for job creation or retention for low-to-moderate income employees. Small business within Harris County and the city of Houston will be eligible to apply for this program.

Homeowner Assistance Program (HoAP)


HoAP is the primary program to help homeowners whose homes were damaged during Hurricane Harvey. There are five options within HoAP to assist homeowners at different stages of recovery and with specific recovery needs. The first step in getting help is to take the Harvey Recovery Survey to assess if there are programs you may qualify or and to help identify what documents you will need before you make a formal application.

Harvey Homebuyer Assistance Program


The Harvey Homebuyer Assistance Program (HBAP) provides up to $30,000 through a forgivable, interest-free loan for down-payment and/or close-cost assistance to qualified homebuyers. The program serves Houstonians earning up to 120% of Area Median Income (AMI). The City places a sale-restricted lien on the home for five years to ensure that the program is meetings its affordability objectives.

Harvey Single-Family Development Program


The Harvey Single-Family Development (HSFD) Program builds new single-family homes for low- and moderate-income Houstonians. These homes typically sell for under $200,000 to eligible buyers. The City places a sale-restricted lien on properties for sale to income-qualified buyers to ensure that the home remains affordable for a specified period.

Harvey Multifamily Program


As a majority-renter city, Houston needs more quality, affordable rental housing after Hurricane Harvey. As demand for housing continues to rise, workers may not be able to afford homes in areas that are safe from flooding and close to jobs and transit. Ensuring Houston’s continued economic growth depends on having transit-connected, resilient, and affordable housing options for people at all income levels. The Multifamily Program provides funding to repair existing and develop new multifamily homes across Houston. Developers will be able to apply for funding through a subrecipient selection process.

Harvey Recovery Small Rental Program


Many Houstonians live in single-family rental properties, or rental properties with fewer than eight units. These small rental properties are important for affordable housing, and many were damaged during Hurricane Harvey. The Harvey Recovery Small Rental Program assists landlords to make repairs and improve the quality of these properties.

Harvey Public Services Program


Service provider agencies help HCDD implement important programs, including support for people experiencing homelessness, those living with HIV/AIDS, and mental health services. Agencies can apply for funding through this program through a subrecipient selection process.

Buyout Program


This program is intended to assist residents to move out of areas that have been impacted by multiple disasters or are at high risk of flooding from future disasters. The program is currently under development. City of Houston residents interested in a buyout option should visit the Harris County Control District’s Voluntary Home Buyout Program website.
